Target countries in Merchant Center: match where you ship
Target only the countries you actually deliver to, give each one a shipping policy in Merchant Center, and keep your Google Ads location targeting inside the same list. An ad in a country your checkout refuses sells nothing and makes your shipping page look like a fib. Tidy the list and the problem goes away.

Why this matters
Google’s “Set up your target country of sale” page starts with the definition: “Target countries are the countries where the products included in your product data are sold.” Each one comes with its own rules: “The items uploaded to a selected target country must meet the requirements for the target country you submit to, including the feed specifications, policies, language and currency requirements.” And the consequence is spelled out: “If an item doesn't meet the requirements for a target country, the product will be disapproved for that country.”
Shipping does not set your targets for you. The “Show products in multiple target countries” page says multi-country shipping settings allow a single shipping information in multiple countries, “but it won’t automatically impact which countries you target or where your products show.” The reverse matters more: “to allow your products to show in countries which require shipping, make sure you've correctly configured shipping information to cover these countries or provided the shipping attributes on a product level.” Currency counts as well. The account shipping page warns: “The target country may disapprove of your items if there's no shipping service matching the products' currency and target country.” Currency itself is covered in currency in Merchant Center.
Google Ads has to agree. “For Shopping ads, the geotargeting you set up for your Shopping campaign should align with (or be a subset of) the target countries defined in Merchant Center.” And one line surprises people: “Google might show your offers to users from a country even if you have excluded this country from your targeting.” So the product page still has to make sense to that visitor; the “Shipping [shipping]” page asks you to “Display product details on your landing page to all users”. Say plainly on the page and in the delivery restrictions where you do not deliver.
Manual check: StoreVerifier cannot read your target countries, shipping policies or Google Ads settings, so compare those lists yourself. Every target country that requires shipping needs shipping information. Google's multi-country page says to make sure shipping information covers those countries for products to show there, and a product that does not meet a target country's requirements is disapproved for that country. Target only where you deliver.
